LUCID registration versus packaging licensing compared

If you sell in Germany, especially through Amazon, you have probably come across both terms: LUCID registration and packaging licensing. Many sellers, however, misunderstand the difference โ€” and one of the most common compliance mistakes is assuming that LUCID registration alone is enough.

In most cases, businesses need both.

What is LUCID?

LUCID is the official packaging register operated by the Central Agency Packaging Register (ZSVR). Its purpose is transparency.

Companies placing packaging on the German market must register their business details in the LUCID system. The registration is publicly visible and helps the authorities monitor compliance with the Packaging Act.

Important: registration in LUCID is free. You pay nothing for it โ€” which is also the clearest hint that it cannot be sufficient on its own.

What is packaging licensing?

Licensing is a separate obligation. After registering in LUCID, companies usually also need to participate in a dual system.

That means paying for the collection, sorting and recycling of the packaging you place on the German market. The cost depends on packaging material, weight, volume and product type.

Relevant packaging materials include cardboard boxes, plastic packaging, filling materials, shipping packaging and product packaging.

The difference in one sentence

The split is easy to remember:

LUCID tells the state: "we are placing packaging on the market."
Licensing pays for: recycling that packaging.

The last row surprises many: under ยง 36 VerpackG, missing system participation is punished more severely than a missing registration. The law comes down harder on those who do not pay than on those who do not register โ€” because saving the licensing fee creates a competitive advantage over compliant rivals.

A practical self-check

There is one simple test question: have you ever paid an invoice for your packaging?

If not, you are very likely missing the second step. LUCID costs nothing โ€” so if you have never paid anything, you are probably registered but not licensed.

Do Amazon sellers really need both?

In most cases, yes. This applies in particular to FBA sellers, FBM sellers, foreign companies delivering to German customers, importers and online shops.

Even small businesses may have obligations under the Packaging Act. There is no de minimis threshold below which registration falls away โ€” unlike some other regulations.

The two are linked: you enter your LUCID number with your dual system, and the volumes reported must match exactly in both systems. Discrepancies are immediately visible during audits.

Common mistakes

1. Registering only in LUCID. Many treat registration as full compliance. This is by far the most common mistake.

2. Assuming Amazon handles everything. Amazon requests compliance data, but responsibility stays with the seller. Since 1 January 2025, marketplaces have even been legally prohibited from offering products from unregistered producers โ€” so the requests are not corporate policy but a legal duty.

3. Reporting incorrect packaging volumes. Faulty reports lead to back payments and compliance risk.

4. Forgetting shipping packaging. Shipping boxes, bubble wrap, tape and filling material also count as packaging under German law. This item is particularly often overlooked because it is not attached to the product itself.

What happens if you ignore these requirements?

Possible consequences include warnings, fines, marketplace restrictions and compliance investigations.

Germany takes packaging compliance seriously, especially in e-commerce. On top of that, missing registrations now surface automatically: the LUCID register is publicly searchable, and marketplaces cross-check the data systematically.

Does this apply to foreign companies too?

Yes. In many situations, foreign companies selling directly to German consumers must meet both obligations. This is particularly relevant for UK sellers, US sellers and other non-German Amazon businesses.

Many international sellers wrongly assume German rules only apply to German companies. What matters is not where the company is based, but who first places the packaging on the German market.

New since 12 August 2026: foreign producers without a German establishment who supply end users directly must additionally appoint an authorised representative in Germany. Before that, the appointment was voluntary.

Final thoughts

Understanding the difference between LUCID registration and packaging licensing is the basic requirement for selling legally in Germany. The two are connected but they are not the same thing.
