Since 12 August 2026, packaging needs an EU declaration of conformity under Regulation (EU) 2025/40 (PPWR). There are already several paid online generators – and they differ considerably: in price, in the languages of the declaration and in what the package includes.
Below: what to look for when choosing, and a comparison of paid tools based on the providers' own information as of 30.09.2026.
What to look for when choosing a generator
- All 8 points of Annex VIII. The structure of the declaration is set by Annex VIII PPWR. The form must contain all mandatory points – from the packaging number to the signature.
- Language of the declaration. Under Art. 39 PPWR(2), the declaration is drawn up in the language required by the Member State in which the packaging is placed or made available on the market. If you sell in several EU countries, you need a version in the language of each – English alone is not enough.
- Actual price per declaration. How many declarations the package includes, one-off or subscription, with or without VAT.
- Registration and subscription. Do you need an account and a monthly fee – or do you pay once?
- What is included on top. For example a label with the mandatory marking, a supplier request, technical documentation.

Which option suits whom
- You only sell in Germany or in German- and English-speaking countries – a generator with German and English declarations is enough.
- You want the technical documentation in the same service – DPP-Tool includes it in the price (in English).
- Many products, several staff, data exchange with suppliers – subscription software such as PPWR-Konform is more convenient.
- You sell in several EU countries – you need the declaration in the language of each country. What matters is how many languages a generator delivers in one go.

FAQ
Is an English declaration enough for the whole EU?
Not necessarily. Under Art. 39(2) PPWR, the declaration must be in the language required by the Member State in which the packaging is placed or made available on the market. Not all countries accept English.
Can I draw up the declaration without a generator?
Yes. The Regulation does not prescribe any tool – what matters is all points of Annex VIII and the right language. A generator saves time and helps you not to miss anything.
Why does the table say "not stated"?
We only list what the provider itself states on its website. Where nothing is stated, we do not fill in the gap.
